Quintard Mall: ‘Good days are ahead’

The Oxford City Council got an update on Quintard Mall during their business session on Tuesday, June 10, 2025, and the news was all good.

John Mulherin, vice president of government relations for Hull Property Group, reported to the council by phone and expressed optimism and enthusiasm for the landmark retail space.

“I want to thank the members of the council for your continued strong support of the mall,” Mulherin said. “That’s been very important to us, and we appreciate all you do. We’re working hard, things are happening, and our best days are ahead,” he said.

He told the council that there are active discussions with multiple tenants for out-parcel development, including one food tenant.

“We are in the final stages of contract language now with what would be considered a large format, stand-alone, anchor box at the former Sears location,” Mulherin said, adding it would be “a springboard to more redevelopment.”

He said with the council’s support, Hull Property Group has been able to “save this retail node near the mall.”

“The key was to keep the gateway at Oxford Exchange and the gateway at the mall, then fill in the middle,” Mulherin said. “We have invested over $10 million to keep the mall viable, and we are beginning to see the shift. The things you have done with Big Time Entertainment, the new Quick Trip, and Culver’s are great examples of that infill development [building within the existing fabric of a city rather than on the outskirts], and we think more is coming our way. A lot of credit needs to be given to the city and the council’s leadership on this. There are a lot of communities that have not passed that ‘mall test’ like you have, and I think this is a national success story you need to get out there. Good days are ahead for all of us.”

Mulherin also praised the “continuity of Oxford’s city leadership” as a key to the mall’s redevelopment success and future.

“That's something we don’t normally see,” he said. “We’re in 17 states, and that’s why I think you all have something going on and other people don’t. Congratulations to you on that.”
